Summary of Specifications:
SECTION II—Scope of Services 

A. Audit 

· Compliance: The audit will be performed in accordance with NYS Residential Health Care Facility Accounting and Reporting Manual, NYS Uniform System of Accounts, GOVERNMENTAL ACCOUNTING, Auditing and Financial Reporting and Generally Accepted Accounting Principles. 

· Audit Procedures: The audit services will include the following: 

1. Engagement Planning 2. Financial statements and opinions thereon 

B. Completion of Medicare and RHCF-4 cost reports 

· Management Letter - (Internal controls, systems, reimbursement, etc.) · Engagement follow up 

C. Consulting Services Residential Health Care Reimbursement 

· Review of published rates · Advise regarding regulatory process · Identification of potential appeals · Preparation of filing of appeals · On-going reimbursement consulting services · Review of Medicare and RHCF-4 cost reports · Review of regulations and legislation · Review and consultation regarding third party audits
