Summary of Specifications:
The County of Dutchess is engaged in extensive alternatives to incarceration programming. The continuum of available services includes a supervised, drug-free community living environment for candidates needing chemical dependency and/or mental health treatment programs. Community based treatment alternatives become less effective for offenders when a drug-free environment is not available. The purpose of the Transitional Housing Program is to provide short-term transitional housing in a substance-free, supervised environment for alcohol and drug abusing or dual-diagnosed criminal offenders who would otherwise a.) remain in jail without treatment; b.) remain in jail until they were accepted by and transferred to a residential treatment facility or c.) remain in jail becuase they lacked substance free housing that would enable them to succeed in a community-based treatment program; either from the outset of treatment or subsequent to participation in a residential treatment program.
