Summary of Specifications:
Dutchess County Department of Social Services is required to provide Home Energy Assistance Program services and After Hours No Heat Emergency Response to low-income residents of Dutchess County, especially households with elderly and handicapped individuals, consistent with the New York State Plan and section 393 of the Social Services regulations. The federal Low-Income Home Energy Assistance Program helps protect low-income households from extremes of cold and heat. In New York State, the cooling component of the program is generally reserved for state-declared emergency use only.
