The Dutchess County Transportation Council (DCTC) serves as the designated Metropolitan Planning
Organization (MPO) for Dutchess County, New York. In accordance with the provisions set forth in 23
U.S.C. 134 and 49 U.S.C. 5303, the DCTC is tasked with carrying out a comprehensive multimodal
transportation planning process for the metropolitan area. The DCTC expects the Coordinated Plan to clearly identify the challenges and unmet needs related to
providing transportation services for vulnerable populations (defined here as people with disabilities,
aged 65 and over, and/or with low incomes). The FTA considers these populations to be transportationdisadvantaged, as they are more likely to have difficulty fulfilling their transportation needs and/or
accessing public transportation services. The Coordinated Plan will provide actionable strategies to
address these challenges and unmet needs, to include a prioritized set of transportation services to
expand access and remove barriers to basic needs such as housing, jobs, goods and services (including
health care, groceries, and public services), education, and recreation.
