NOTICE TO CONTRACTORS
SEALED BIDS FOR THE CONSTRUCTION OF THE THOMPSON PARK SWIMMING POOL & BATHHOUSE PROJECT in Watertown, New York, will be received at Watertown City Hall, 245 Washington Street, Office of the Purchasing Manager, Room 302, Watertown, New York, 13601, until 11:00 AM on July 25, 2019 at which time and place they will be publicly opened and read aloud.
The project site is located at 1 Thompson Park in Watertown, NY. Project includes the construction of a new Swimming Pool and Bathhouse. The successful contractor will be required to provide all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental to the completion of the work shown on the plans and described in the specifications.
A pre-bid meeting and site walk thru will take place on July 9, 2019 at 2:00 pm at the Watertown City Hall, 245 Washington Street, Council Chambers, Room 303, Watertown, New York, 13601.

Digital copies of the Contract Documents may be obtained at the Syracuse office of C&S Engineers, Inc. (contact Rita Fendick at 315-455-2000). All prospective bidders are required to register with Rita Fendick at C&S Engineers, Inc. to ensure receipt of any addenda. It is the Bidders sole responsibility to ensure receipt of all addenda.
The City Council reserves the right to waive any informality in or to reject any or all bids. Each bidder must deposit with his bid, security in the amount of not less than five per centum (5%) of the bid in the form and subject to the conditions provided for in the Information for Bidders.
The successful bidder will be required to furnish a performance bond in the amount of not less than 100% of the total amount of the accepted bid and in such form and having as surety thereon such surety company or companies as are approved by the City Council. Insurance carrier must have principal office in New York State or be authorized to do business in New York State.
Bids must be submitted in sealed envelopes with the Project Name plainly written on the outside. No Bidder may withdraw his Bid within 45 days after the Bid Opening. Successful Bidders must furnish Performance and Payment Bonds, each in an amount at least equal to the Total Bid, with a surety authorized to do business in the State of New York and acceptable to the City.
Bidders are not to include in their Bid, sales and compensating use taxes of the State of New York and of counties or cities on materials, equipment, and supplies to be incorporated into the Project.
The General Municipal Law of the State of New York requires that Bidders certify, under penalty of perjury, that the Bids have been prepared without collusion with other Bidders, subcontractors, suppliers, etc. A certification is included with the Bid Proposal that each Bidder must sign in the space provided.
Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under this Contract. Minimum Wage Rates shall be the prevailing wage rates as determined by the New York State Department of Labor.
