1. This Project Manual applies to the Lincoln Building Renovation Phase 2 Revitalization
Drawings funded by New York State Homes & Community Renewal, NY Main Street Downtown
Anchor Grant, Project No. 20160283 and prepared by Crawford & Stearns Architects and
Preservation Planners, LLP
2. The Local Program Administrator for this grant is the City of Watertown and bids are being
received by the City of Watertown on behalf of the Owner of the Project, Doolittle & Hall, LLC,
215 Washington Street, Watertown, NY. Purcell Construction Corp. is contracted by the Owner
to provide Construction Management consulting services. A Construction contract will be
between the Contractor and the Owner.
3. An optional site visit and building walk-through is scheduled for Thursday, August 3, 2017 at
10:00 AM. Anyone wishing to attend will need to notify the Construction Manager, Rick Gefell,
via email (rick@purcellconstruction.com) by 5:00 PM Wednesday, August 2 for details.
4. Questions should be submitted to Amy Pastuf via email at apastuf@watertown-ny.gov and
copied to the Construction Manager, Rick Gefell at rick@purcellconstruction.com. Bid questions
must be received by August 9, 2017 at 4:00 PM.
5. Bids need to be received by the City of Watertown before 3:00 PM on August 21, 2017 to be
privately reviewed by the Owner. There is no formal bid opening.
