RFB-2015-075 - TRANSPORTATION OF LEACHATE

Summary of Specifications:
Broome County is required to dispose of the leachate generated at the landfill at an acceptable wastewater treatment Plant (WWTP). This is accomplished by trucking the leachate either as the raw leachate or the final effluent from the leachate treatment plant. Annually the landfill generates an average of 15,000,000 gallons of leachate. This contract will be responsible for transporting all of or a portion of that amount on an “as needed” basis. Broome County will provide the pump for on-loading the leachate. 

The contractor is responsible for having a valid NYSDEC Part 364 Permit listing the equipment to be used. The tanker(s) used must be DOT approved. Contractor must also have the proper insurance required by Broome County’s Risk & Insurance. Contractor must maintain any hauler permits required by the disposal facility. 

Broome County currently has a contract for disposal of treated leachate with Chenango and Endicott Wastewater Treatment Plants and an agreement with Ithaca Wastewater Treatment Plant for disposal of raw leachate. The disposal destination may vary depending on the options that Broome County has available.
