Specifications include, but are not limited to: The New Mexico Department of Transportation (NMDOT or Department) is requesting proposals from qualified firms or Offerors to provide Phase B (Detailed Evaluation of Alternatives), Phase I-C (Environmental Documentation), Phase ID (Preliminary Design Services), Phase II (Final Design Services) and potentially Phase III Services (engineering services provided during construction). The location of the project is NM 101 from mileposts 0.00 to 1.42. Within these limits lies the City of Las Cruces city limit and Town of Mesilla limit. a. Description This work involves the development and preparation of a Phase B Alignment Study Report in accordance with the latest edition of the NMDOT Location Study Procedures: A Guidebook for Alignment and Corridor Studies. The PDE shall determine the number of reports under these tasks during contract negotiations. The primary purpose of this project study is to provide recommendations for improvements to the existing facilities and/or construction of new facilities including, but not limited to: Need for pedestrian, bicycle, and lighting improvements Preliminary and Final Drainage Analysis Studies and recommended improvements • Preliminary right-of-way requirements • Coordination, including but not limited to, City of Las Cruces, Zia Middle School, Town of Mesilla, NMDOT, and BNSF Railroad • Context Sensitive Public Involvement Plan (CSPIP) and public meetings • Environmental documentation in accordance with NEPA and potential mitigation of impacts. The primary purpose of this study is to evaluate the alternatives provided in the University Avenue Corridor Phase A Study. The Phase A Study is available for reference. Evaluations of typical roadway section alternatives to include ADA accessibility (including, but not limited to, proposed sidewalk, multi-use trail, curb ramps, cross walks, and pedestrian signals) and should be repaired, replaced, or constructed to meet current ADA criteria. The proposed project needs to be evaluated for environmental impacts, drainage impacts, right-of-way encroachments, and any other deficiencies and/or obstacles.
