Specifications include, but are not limited to: The Village of Ruidoso is requesting qualification based sealed proposals for Professional Engineering Services for Effluent Reuse. The Scope of Work for the Engineering Services to be provided for developing the PER is generally as follows: 1.Meet with the Joint Use Board (JUB) and JUB members (VOR/CORD), potential Regional wastewater customers, and regulatory agencies as requested by the JUB to discuss the Project. 2. Develop a map illustrating the future wastewater service area and potential customers based on anticipated needs. 3. Develop population growth and wastewater flow projections within the JUB's current and potential future service areas. 4. Evaluate existing JUB’s wastewater flows and estimate future JUB wastewater flow increases, including flows based on future needs and growth projections. 5. Evaluate improvements needed at the Regional Wastewater Treatment Plant (RWWTP) to treat the future estimated wastewater flows and to allow for reuse and disposal of treated effluent. 6. Identify potential reclaimed water customers within proximity of the JUB’s RWWTP and within the current and potential future service areas, based on the NMED’s rules for use of reclaimed water. 7. Identify landowners where potential lift stations, force mains, and treated effluent reuse lines may be constructed and associated easements that may be required for construction of such facilities and other infrastructure needed to serve the JUB’s current and potential future service areas. Engineer will utilize USGS topography where existing surveys of tracts are not available. 8. Identify regulatory approvals that will be required for completion of RWWTP expansion and reclaimed water system.
