Specifications include, but are not limited to: The distribution system consists of the following: Approximately 350 miles of distribution lines Seventeen (17) pump stations and two (2) booster pump stations Fifteen (15) potable water storage reservoirs ranging in size from 0.06 MG to 4.0 MG Approximately 2,600 fire hydrants Approximately 6,500 valves Approximately 16,500 accounts, including five bulk treated water sales contracts with Flora Vista Water Users Association (WUA), Upper La Plata WUA, Navajo Tribal Utility Authority (NTUA), Lower Valley WUA and AV Water Company. The City is seeking a recommended cost of service study based on AWWA Manual M1 or City approved comparable rate setting methodology. The existing water and wastewater rate structure is to be modified as necessary to recover all associated utility including projected annual budget expenditures, debt service, transfers to general fund, personnel services, operation and maintenance costs, homeland security costs, laboratory costs, industrial pretreatment costs, capital expenditures and renewal and replacement fund. Based on the analysis and conclusions, water and wastewater service charge rates may be established for the different classifications of users. The utility user ordinance for water and wastewater shall be reviewed and incorporate recommended changes presented in the form of a final report. In addition, a PowerPoint presentation by the Offeror presenting the study results to the public shall be provided. The Offeror will make a draft and final PowerPoint presentation of the results and their recommendations to the Public Utility Commission and to the City Council.
