It is the intent of the NMDOT to be provided services in three phases. The first phase includes the following: Phase I-A/I-B: Detailed Evaluation of the Alignment Phase I-C: Environmental Documentation Process Phase I-D: Preliminary Design Services 16If needed, the Consultant may be asked to negotiate for the additional two phases of the project, as follows: Phase II Final Design Services Phase III Consultant Services during Construction. A. Project Study This work involves the development and preparation of an Alignment Study Report(s). The project study shall be conducted in accordance with the latest edition of the NMDOT Location Study Procedures: A Guidebook for Alignment and Corridor Studies. The PDE shall determine the number of reports under these tasks during contract negotiations. The primary purpose of this project study is to provide recommendations for improvements to the existing facilities and/or construction of new facilities including, but not limited to: Need for roadway improvements to provide appropriate levels of capacity and flow, including safety and speed study and access control to meet current design standards; Need for pedestrian, bicycle and lighting improvements; Need for intersection and signalization improvements; Preliminary right-of-way requirements and Utility Designation; Environmental documentation in accordance with NEPA and potential mitigation of impacts; Preliminary and Final Drainage Study and Reports and recommended improvements; Preliminary Geotechnical Study and Report, if required; Preliminary vertical and horizontal alignment; Preliminary Property Ownership Layout Maps; Priority Plan for phased implementation.
