The Carlsbad Municipal Water District (CMWD) and the City of Carlsbad (City) request sealed proposals to provide professional financial services for three utilities enterprises: potable water, recycled water, and wastewater. Specifically, the project would include the following tasks: 1. Financial models: Modify existing Excel financial models or develop new ones so that they are easy for staff to update and use to run scenarios. Update the models. 2. Reserve policy: Review the Utilities Reserve Policy and draft suggestions to simplify. 3. Connection fees: Develop updated connection fees for potable water, recycled water, and wastewater incorporating the latest financial and engineering data. 4. Cost of service studies: Update the cost of service studies for potable water, recycled water, and wastewater including rate development.
