Specifications include, but are not limited to: The selected Contractor shall perform the following services: 1. Project Management a. Provide consultation to and take direction from the NMDOT Transit and Rail Division (Division) regarding technical assistance, transit driver training services, project administrative services, and transit safety and security services. 2. Technical Assistance For Subgrantees a. For the 5311 subgrantees each year, make at least one annual Operations/Management, Safety, Security and Emergency Preparedness On- Site Program Review of 1-day duration annually. For Fiscal Year 2012, there are approximately 23 total subgrantees for the 5311 program. The number of subgrantees varies from year to year. The review will be comprised of in- person interviews with the subgrantee management personnel and with the emergency management personnel who work with the subgrantee within the structure of the non-profit organization or within the municipality. b. For all 5310 subgrantees, make at least one annual On-Site Program Review of day to 1 day duration during alternate years. For Fiscal Years 2010 to 2012, there are approximately 16 total subgrantees for the 5310 program. The number of subgrantees varies from year to year. The review will be comprised of in-person interviews with the subgrantee's management personnel. c. For the 5311 Subgrantees, conduct a Program Review and provide consultation recommendations to each subgrantee as needed in the following areas: i. Leadership and Administration ii. Compliance with Federal Requirements iii. Regulations, Policies, and Procedures iv. Human Resource Management v. Employee Training and Development vi. Service Design and Delivery
