Raton Water Works, an independent municipal utility operated by the City of Raton, (referred to herein as “City” or “Owner”), is issuing this Request for Proposals (RFP) to solicit sealed proposals from highly qualified and experienced consulting firms (“Proposers”). The City seeks to establish a long-term partnership through a Master Service Agreement (MSA) with a prime vendor capable of providing comprehensive professional services, including but not limited to engineering expertise necessary for the thorough assessment, proactive maintenance, and strategic improvement of its essential engineering services, operational support services, and emergency planning services. These services are required to protect, maintain, and enhance the regional watershed—including but not limited to Lake Maloya, Lake Dorothey, and Lake Alice—and related infrastructure (e.g., dams, the valve house, outlets, conduits, primary spillways, emergency spillways, piezo monitoring systems, and weir boxes). This MSA will enable Raton Water Works to efficiently access a broad spectrum of expertise necessary for the thorough assessment, proactive maintenance, and strategic improvement of these essential watershed assets. The health, safety, and environmental well-being of the City of Raton are intrinsically linked to the reliable and resilient management of these critical resources and infrastructure. Therefore, the selection of a capable and experienced firm through this competitive process is of paramount importance to ensure the continued provision of highquality water services and the protection of the regional watershed.
