Specifications include, but are not limited to: 1. Housing Stability Services - Provide housing stability services to a minimum of forty (40) unduplicated households within the Targeted Area. Households may be new or existing households to the Dona Ana County RENT program, as long as the services are rendered monthly. 2. Housing Counseling - Assist clients through housing counseling to select units that meet Fair Market Rent standards, ensure rent is financially reasonable for the clients, and ensure the units pass habitability inspections. 3. Fair Housing Counseling - Link clients to fair housing counseling or legal help, as needed. 4. Case Management Related to Housing Stability - Provide case management for housing stability by using a holistic approach to achieve housing stability. Services include but are not limited to the following: i. Consistent communication with client, linking clients to additional services such as childcare, food security, employment programs, eviction prevention and eviction diversion programs; ii. Mediation between landlords and tenants; housing counseling; fair housing counseling; assisting households to access ERA programs or find housing; iii. Case management related to housing stability legal services or attorney’s fees related to eviction proceedings and maintaining housing stability and; iv. Specialized services for individuals with disabilities or seniors that support their ability to access or maintain housing. The successful Offeror must maintain detailed records regarding types of services provided, the amount of funds provided each month, and maintain accurate and current client files. 5. Housing Related Services for Survivors of Domestic Abuse or Human Trafficking Services include but are not limited to the following: i. Use evidence-based practices for clients as needed such as, Trauma-informed Care, Motivational Interviewing and Harm Reduction; ii. Provide housing-related services for survivors of domestic abuse or human trafficking and refer clients to partner agencies and assist with any wrap around services that will help the client remain stably housed; iii. Wrap around services may include but are not limited to assistance with mental health therapy, food security, childcare, medical and behavioral health assistance, and assist with applying for social security services, career placement assistance and; iv. Any other supportive services as needed.
