Specifications include, but are not limited to: A description of the required service that substantiates the sole source determination is as follows: * After the service dog is purchased, on-site training plus continuous training programs for the dog handler to meet the demanding requirements of today’s law enforcement are provided. * The service dogs are imported from Europe with strong genetic working backgrounds to train for the police department. The dogs are provided a full x-ray of the hips, back and elbows as well as a full veterinary screening. * Training is in alignment with FPD’s standards and practices related to use of force. * Through experience and expertise, all standards are met as required by agency, for successful modern law-enforcement K9 teams. * David Reaver is qualified as an expert in NM courts for dog behavior, training and deployment of police service canines. He is a NM Courts canine bite expert. He offers expert courtroom testimony if needed.
