This work involves the development and preparation of a Phase I-A Alignment Study Report in accordance with the latest edition of the NMDOT Location Study Procedures: A Guidebook for Alignment and Corridor Studies. The primary purpose of this project study is to provide recommendations for improvements to the existing facilities and/or construction of new facilities including, but not limited to: Information gathering, review and documentation of all previous work; Agency, stakeholder, and property owner coordination Scheduling and conducting study kick-off and stakeholder meetings; Purpose and need statement Preliminary analysis of existing transportation system; Analyze physical condition of existing facility; Analysis of land use and growth trends, including current and future development impacts; Analysis of existing and future traffic conditions, constraints and demands; Safety and Capacity Study analysis (which includes use of the Interactive Highway Safety Design Model); Preliminary Transportation Needs Analysis - integrate current and future transportation and land use planning; Context Sensitive Design Plan and Public Involvement Plan, includes one hybrid public involvement meeting; Scheduling and implementation of public involvement event(s) during Phase 1- A Analyze existing environmental conditions; Survey and/or mapping, as required; Development and evaluation of study alternatives; Conceptual design, constructability and construction cost estimates for phased projects; Preliminary Drainage Report; Utility investigations, SUE quality level C; Conceptual right-of-way requirements; Preliminary Property Ownership Layout Maps; Quality Control Plan; Phase I-A Documentation – Initial Evaluation of Alternatives Report
