1. Establish Plan, Vision, Goals, and Objectives • Incorporate themes of sustainability, inclusion, environmental stewardship, safety, preservation, and historical and cultural character of Doña Ana County. • Consider future trends and best practices for the use of public space for recreation, wellness, and community building. • Plan clear, actionable, and implementable steps for the County to prioritize investments and improvements for the next 5 years, 10 years, and 15 years. • The offeror's plan, vision, goals, and objectives shall be designed to consistently align with and fulfill the County's overall needs. • Responsive proposals should reference the county’s board approved strategic plan/vital conditions where applicable. 2. Evaluate Existing Conditions • Review the County’s existing plans and policies relevant to parks and recreation facilities and identify needs and opportunities. • Compile an inventory and assessment of the existing parks, open space, trails, and athletic fields. • Evaluate the capacity, functionality, accessibility, condition, comfort, and convenience of each amenity. • Assess recreation facilities and opportunities in adjacent incorporated communities. Evaluate connectivity and proximity to recreational facilities maintained by other entities, including municipalities, the state, and the federal government, to support and expand access. Identify opportunities for partnership and synergy to enhance resources and services while avoiding duplication of efforts to ensure efficient and effective use of available assets. • Assess and evaluate the parks, recreation, and facilities across all 5 districts and make larger recommendations about where future facilities should be located. Consider the size, capacity, and types of amenities offered, the populations they serve, and the operational costs associated with their maintenance, staffing, and long-term sustainability. • At a minimum, all existing conditions must be assessed and addressed to ensure they meet the County's overall needs. 3. Community Outreach and Engagement • Administer a community-wide survey through multiple outreach channels (e.g., online surveys, stakeholder focus groups, community events, pop-up sites, neighborhood meetings) to assess community priorities and satisfaction with current amenities. Identify unmet needs, gaps in current services or facilities, and desired additions or improvements, considering factors such as community priorities, accessibility, and potential for enhancing overall user experience. • Prepare handouts and other media for posting on the County’s website and at community meetings. All printed materials must be available in both English and Spanish to ensure accessibility and inclusivity, meeting the needs of diverse audiences. Materials should be professionally translated to maintain accuracy and cultural relevance, with clear and userfriendly formatting in both languages. • Facilitate at least three (3) community-wide workshops, study sessions, and/or walking tours. All meetings must include Spanish translation services to ensure full participation and accessibility for Spanish-speaking attendees. Translation services should be provided by qualified professionals to guarantee accuracy, and arrangements should include both verbal and written translation of key materials, as needed. Additionally, efforts should be made to communicate the availability of these services in advance to encourage broader engagement. • Administer an online engagement platform to share updates and gather input. • Facilitate a minimum of six (6) Working Group meetings and five (5) Focus Group meetings organized by geography or recreation activity. • Prepare and present materials for at least three (3) Board of Commission meetings. • Ongoing outreach and engagement as required. • It is essential that all community outreach and engagement efforts be conducted in the most inclusive manner possible. Additionally, surveys or matrices shall be developed to ensure the County effectively addresses the overall needs of its constituents
