General Requirements The selected contractor shall develop and implement a full-spectrum herbicide application program, consisting of both pre-emergent and post-emergent chemical treatments. All work shall be performed in accordance with state and federal regulations, best management practices, and the City of Alamogordo’s operational and safety standards. The Contractor shall: • Furnish all labor, equipment, herbicides, tools, and materials necessary to perform services. • Conduct services in accordance with all applicable EPA, OSHA, State of New Mexico Department of Agriculture, and City of Alamogordo ordinances and regulations. • Assign only licensed and certified applicators possessing active Commercial Pesticide Applicator licenses with appropriate endorsements issued by the State of New Mexico. • Ensure that all field staff are trained in herbicide safety, handling, and application techniques, and follow all relevant PPE and hazard communication standards. • Provide the City with all Safety Data Sheets (SDS) and product labels prior to first application and maintain a copy on-site during all treatments. The Contractor shall deliver the following: • A written Annual Application Schedule detailing frequency, timing, and location of all herbicide treatments. • A comprehensive Chemical List identifying all herbicides proposed for use, including brand names, EPA registration numbers, application rates, and targeted plant species. • Clearly defined Methods of Application, e.g., broadcast, spot treatment, ground boom, backpack, etc.. • A written Inspection Schedule outlining how often facilities will be evaluated for regrowth or retreatment needs. • Detailed recordkeeping of acreage treated per site and per visit.
