The scope of work must follow the legislative intent (also listed above) of implementing food safety, quality assurance, and wholesale readiness training with capacity building for NM farmers, ranchers, and food businesses. o Proposals must go into detail about how the scope of work will be accomplished by listing all the necessary and associated activities for fiscal year 2026, which begins July 1, 2025, and ends June 30, 2026. While the format of the proposal is up to the applicant, table formats and/or bullets can be used to keep a proposal clear and concise. Other workplan considerations are the person(s) to be tasked with each activity and a timeline for the first FY’s activities. o The budget, not to exceed $600,000, must be in line with the expense categories commonly used within NMSU, such as: personnel (salary and fringe benefits), contractual services, supplies, and travel (actuals or GSA per diem rates must be used consistently). Other expenses will be considered but must have enough detail for NMDA and NMSU to determine whether they fit within the scope of the program, are necessary, and can be expended according to all applicable state procurement guidelines.
