Please note: This is a Sole Source Notification. The Farmington Electric Utility Supervisory Control and Data Acquisition (SCADA) hardware equipment and software was originally purchased from Open Systems International (OSI) using the competitive Request for Proposal (RFP) process. Reference RFP# 97-17, awarded January 1, 1997, PO#150053. Continuing this software is necessary for the SCADA system. Contract details and the required statutory information is below: (1) Open Systems International, Inc., 4101 Arrowhead Drive, Medina, Minnesota 55340; (2) Estimated annual $215,000/5 year term; (3) Conversion of existing perpetual Gold Monarch Support and Patch Management; To ensure that Procurement procedures are conducted in a fair and impartial manner, all qualified firms are notified of the City’s intent to award a Sole source contract. Qualified firms and interested parties have an opportunity to submit evidence that more than one firm has the requisite manufacturing process and functionality to perform contract services prior to the proposed award date. If evidence presented reveals that more than one source is available to perform the contract, the City may issue a competitive solicitation. Interested parties must submit thorough and comprehensive evidence, in writing by 5:00 p.m. on June, 26, 2025. Interested firms shall send their evidence in response to this notification in writing via the online bidding system.
