The selected Offeror shall serve as the lead implementation partner to provide services, but not limited for the following: 1. Master Planning and Infrastructure Development • Collaborative Master Planning: Lead or support the creation of a comprehensive master plan for the site, refining development frameworks, land use allocation, density, mobility, and open space strategies in partnership with NMHU and Highlands Land Development Corporation (HLDC). • Site Infrastructure Strategy: Design and implement site-wide infrastructure systems including roads, utilities, broadband, energy, and green infrastructure. • Public Area and Open Space: Integrate high-quality public space, pedestrian and bike connectivity, and inclusive design principles that reflect community needs and institutional values. • Entitlements and Zoning: Assist with or lead entitlements and approvals in accordance with applicable planning and zoning frameworks in coordination with local jurisdiction. • Financing Infrastructure: Structure and leverage applicable public finance mechanisms (e.g., PID, TIF/MRA) to fund infrastructures in collaboration with HLDC and governmental partners. 2. Phased Vertical Development (Residential, Research, Commercial) • Phasing Strategy: Develop and implement a multi-phase vertical development strategy that responds to market demand and institutional priorities while preserving long-term flexibility. • Product Types: a. Residential: Student housing, faculty/staff housing, and market-rate or affordable housing. b. Research and Innovation: Research facilities, lab space, tech/startup hubs, and university-industry collaboration zones. c. Commercial and Mixed-Use: Retail, hospitality, office space, and neighborhood-serving facilities. • Design and Delivery: Ensure high quality architecture, sustainable design practices, and adherence to NMHU design guidelines and sustainability goals. • Revenue Participation: Structure financially viable development that supports long-term value creation and potential guidelines and sustainability goals.
