Scenario Analysis Tools: Functionality that allows users to create, compare, and revise multiple planning scenarios to evaluate the impact of various financial, operational, and rate-setting decisions. 4. User-Friendly Interface: An intuitive user interface designed for ease of use by municipal staff, supporting functions such as data input, reporting, and analysis with minimal training required. 5. Data Integration a. Ability to import and work with historical and current utility billing, asset management, and general ledger data. b. Compatibility with commonly used municipal financial and operational systems. 6. Reporting & Communication Tools: Built-in tools to support effective presentation of results and trends to staff, elected officials, and community members, with exportable visuals and narrative reports. 7. Data Accuracy & System Integrity a. Mechanisms to validate data consistency and integrity. b. Audit-friendly tracking of changes and scenario versions. B. Training and Support 1. Provision of comprehensive user training for staff members, including on-site and/or online training. 2. Ongoing Technical Support: Continued access to a knowledgeable support team for troubleshooting and optimization assistance. 3. Peer Learning Opportunities: If applicable, access to a user community or knowledge-sharing forum where municipalities can exchange practices and solutions. C. Implementation and Timeline 1. Provide an implementation plan, including key milestones and timelines for the deployment and full integration of the software. 2. Services to assist with initial data onboarding, model setup, and system configuration tailored to the Electric Department's specific operations. D. Ongoing Maintenance and Support 1. Define the terms of ongoing software updates and support services. 2. Provide a clear service level agreement (SLA) for response times, uptime guarantees, and troubleshooting. 3. Guidance from professionals experienced in utility rate modeling and enterprise fund financial management, to help staff apply the platform for strategic planning and decision-making. 4. Offer guidance on change management and adoption by staff. E. Minimum Qualifications 1. Vendors must demonstrate a proven platform built for government utility operations, a client base of at least twenty municipalities with similar scopes (three of which must be in New Mexico), expertise in utility finance and rate design following APPA and NARUC guidance, experience with enterprise fund accounting integration, and the ability to provide prompt and ongoing implementation, training, and advisory services.
