Specifications include, but are not limited to: 1. The County is seeking a lease accounting solution for its entire lease portfolio including, land, building, and equipment leases. Offerors shall provide a detailed description of how the proposed solution addresses all lease types required by GASB 87.; 2. The selected solution must provide all necessary journal entries, reports, and disclosures required to comply with GASB 87. Offerors shall provide a description of the reporting and journal entry generation capabilities of the software. Describe in detail how the proposed solution generates journal entries for entry in an ERP system, either by API, or Excel importation.; 3. The solution must have the ability to transition existing leases to the new GASB 87 standard and to provide the adjustments and journal entries necessary to restate the prior year financial statements as required under GASB 87.; 4. Implementation services to include: a. Conduct a review of existing Leases and offer guidance on implementation of GASB 87.; b. Assist with initial setup, design, and implementation of lease tracking system.; c. Training services for all County identified users of the software, detailing use of the system.; 5. Offerors shall describe the implementation process, addressing the requirements described above.; 6. Offerors shall describe the Support Process provided with the software. Include a description of any optional services which may enhance the functionality of the software.; 7. Offerors shall describe the Maintenance Service process, describe how regular maintenance is addressed, describe how improvements are introduced and managed, describe any uptime guarantees offered.; 8. Provide ongoing consultation services for guidance relating to GASB 87 requirements. Provide a description of the service levels available, propose hourly rates for consultation services in Exhibit “F.”; 9. Offerors shall provide a proposed project plan and schedule, addressing each of the items described above.
