We are seeking a consultant to prepare three studies. The studies shall, at minimum, include but not limited to the following: 1. Land Use Assumptions Study The Land Use Assumptions will provide an estimate of the anticipated demand for new development within Santa Fe County within the following five years. Development projections should analyze the supply and demand for single family residential, multi-family residentials, retail, office, lodging, industrial, and institutional land uses. This will be concluded when the BCC approves the Land Use Assumptions. The consultant will also recommend the service area to be considered for each type of capital improvement and/or service. 2. Impact Fee Capital Improvement Plan The Impact Fee Capital Improvement Plan will recommend the size, level of service, cost estimates and other requirements for capital improvements that are necessitated by the new development identified in the final and formally adopted Land Use Assumption. 3. Nexus Study The Nexus Study will recommend an impact fee for each type of development estimated in the Land Use Assumptions and the Impact Fee Capital Improvement Plan. The Nexus Study must satisfy the rational nexus and rough proportionality test for the proposed impact fee(s) to be assessed to each unit of development generated by the new development anticipated in the Land Use Assumptions and the Impact Fee Capital Improvement Plan. 4. A draft and final amendment to Ordinance 1994-04 based on the requirements of the Development Fees Act and the findings of the Impact Fee Studies.
