The City of Alamogordo Utilities Department, Engineering Division, solicits proposals from qualified firms to provide on-call Geotechnical Engineering Services supporting water, wastewater, reclaimed water repairs, and all Public Works infrastructure projects. The selected provider will be responsible for conducting materials testing, field inspections, and preparing certified geotechnical reports in compliance with applicable regulations and industry standards. General Requirements The selected firm must demonstrate a thorough understanding of all relevant local, state, and federal regulations applicable to geotechnical engineering and materials testing. The laboratory engineer-in-charge must be a Licensed Professional Engineer in the State of New Mexico with substantial experience in geotechnical investigations and testing. The engineer-incharge must also sign and seal all reports submitted to the City. The firm must provide documentation of the laboratory's qualifications, field staff capacity, and ability to perform the required services to the city's satisfaction. Laboratory and Equipment Standards Calibration Documentation: The proposal shall include current calibration records and laboratory calibration program documentation. All calibrations must be traceable to the National Bureau of Standards. City Oversight: Throughout the contract term, the City reserves the right to review laboratory certifications, calibration records, and equipment. Site Access: City personnel shall coordinate and schedule laboratory site visits in advance with the provider. Required Testing Services The selected geotechnical services provider shall perform testing for all City of Alamogordo Utilities Department infrastructure projects as required. All testing shall conform to applicable City, ASTM, AASHTO, and industry standards.
