The DPU is seeking an experienced team of engineers and professionals in the hydroelectric field to perform non-destructive testing, inspection and evaluation of the two hydroelectric facilities and apply professional expertise and judgment to develop a comprehensive condition assessment. Based on the testing and inspection of the major equipment and ancillary support systems, the consultant will identify concerns, deficiencies and major equipment in need of rehabilitation or replacement. The engineer will prepare a 10–year capital improvement plan which includes a scope of work, cost estimate and a schedule which addresses planning, engineering, permitting, equipment lead time, construction, testing and acceptance for each recommended project. Both plants are run-of -the river, therefore DPU has very limited flexibility to vary the flow and generation. This should be considered when proposing testing and evaluation methods.
