I. Economic and Retail Opportunities Analysis: a. Phase One: analyzing retail markets b. Phase Two: pinpointing retail opportunities. c. Focus on both municipal and rural potentials, identifying triggers for retail types like population density and infrastructure requirements. II. Industry Development, Recruitment and Retention: a. Strategy development for attracting new businesses and supporting existing businesses, including a tailored approach for different parts of the county like City of Anthony, City of Sunland Park, Town of Mesilla, Santa Teresa, Chaparral, Village of Hatch, and others and assigned. b. Conduct a thorough assessment of the County’s current economic landscape, identifying strengths, weaknesses, opportunities, and threats. c. Facilitate full-day workshop(s) for County and community partners to foster regional collaboration, as needed. III. Market and Purchasing Power Analysis: a. Detailed reports on community trade areas and consumer purchasing behaviors, including credit card transaction tracking and analysis of economic leakage to nearby areas. b. Identification of main street competitive advantages and unique retail hubs throughout the county. IV. Ecotourism and Outdoor Recreation Development: a. Analysis of potential ecotourism sites and outdoor recreation opportunities, such as Aguirre Springs, Slot Canyon, community trails, county BMX pump track, and county mountain bike outdoor course. b. Feasibility studies for niche retail services supporting ecotourism, including rental and outfitting services. V. Hotel and Hospitality Feasibility Study: a. Conduct a feasibility study for new hotel developments, assessing market demand and economic impacts. b. Evaluate potential locations and economic benefits of hotel investments, supporting growing tourism and retail sectors. VI. Monitoring and Reporting: a. Develop metrics and key performance indicators (KPIs) to measure the progress and success of suggested economic development initiatives. i. Create linkage to existing county Strategic Plan/Vital Conditions as applicable. b. Present quarterly progress reports to Doña Ana County Board of County Commissioners (BOCC). VII. Location and Travel: a. The services will be performed at the offerors own place of business (within the continental United States and/or Canada) but Offeror shall convene in Southern New Mexico as required. b. The County strongly encourages that Consultant team Key Personnel be located in Southern New Mexico to accommodate for essential travel throughout South New Mexico for activities herein, this includes (but is not limited): training workshops, presentations to BOCC (within a reasonable period of time within being selected as the successful Consultant). If Consultant team Key Personnel are located outside of Southern New Mexico, the County shall not accommodate for their associated travel and accommodation expenses to Southern New Mexico. c. Offeror shall follow the County’s travel and per diem policy should travel required. Offeror shall provide copies of receipts.
