Establish contracts through competitive negotiations for the procurement of a full range of training, technical assistance, public awareness, and community coordination services from state or tribal domestic violence coalitions with a demonstrated history of supporting domestic violence service providers in New Mexico, including: 1. Provide education, support, and technical assistance to intimate partner violence/ domestic violence survivor service providers and advocates in New Mexico, including providers and advocates that serve Tribal communities, to maintain shelter and supportive services for survivors of intimate partner violence/ domestic violence and their dependents and improve their overall functioning in the areas of safety, permanency/stability, and well-being. 2. Provide education, support, and technical assistance to intimate partner violence/ domestic violence offender treatment and intervention (DVOTI) programs in New Mexico, including programs that focus on Tribal communities, so that adult offenders of domestic violence learn how their behavior affected their partner, children, and other family members take responsibility for behavior and actions and gain skills, information, and knowledge to avoid future abusive behavior. 3. Educate advocates and trainers on the dynamics of domestic violence from the perspective of Native American victims/survivors, child witnesses, and perpetrators. 4. Increase public awareness about and prevention of intimate partner violence/domestic violence. 5. Increase the capacity of providers to deliver quality shelter and supportive services for survivors of intimate partner violence /domestic violence and their dependents.
