• The scope of work is to execute activities, and implement tools for measuring success, in the areas of developing and promoting farmers’ markets throughout New Mexico, expanding farmers’ market capacity, programming, and revenue. Depending on the proposals received, NMDA will determine if more than one contract will be awarded. o Proposals must go into detail about how the scope of work will be accomplished by listing all the necessary and associated activities for fiscal year 2026, which begins July 1, 2025, and ends June 30, 2026. Proposals also must address whether the applicant can service the entire state or just a region. If the intention is to service a region, please specify the counties within this region. While the format of the proposal is up to the applicant, table formats and/or bullets can be used to keep a proposal clear and concise. Other workplan considerations are the person(s) to be tasked with each activity and a timeline for the first FY’s activities. o The budget, not to exceed $307,608, must be in line with the expense categories commonly used within NMSU, such as: personnel (salary and fringe benefits), contractual services, supplies, and travel (actuals or GSA per diem rates must be used consistently). Other expenses will be considered but must have enough detail for NMDA and NMSU to determine whether they fit within the scope of the program, are necessary, and can be expended according to all applicable state procurement guidelines. Further explanation of the available funding is as follows: Original Funding from the Legislature = $100k in FY08 (for capacity building) + $45,290 in FY08 (for program development) + $85,000 in FY14 (from HB2) + $144,000 in FY21 (Most have been sanded over time.) Amount After Sanding and 5% for NMSU Administration = Max Amount Available for FY26 of $307,608.
