Services to be performed under this contract include but are not limited to: 1. Provide, install, and make operational, automated enforcement devices for the duration of the contract. 2. Provide, install, and make operational, the computer hardware and software, and all other electronic equipment necessary to support data capture and retrieval. 3. Provide citation processing services that include, but are not limited to image processing, owner identification, citation and notification preparation and mailing, coordination with the Ruidoso Police Department personnel, or to the Ruidoso Municipal Court, making citation images available on a secure website and tracking and reporting statistical information and data. 4. Provide community outreach and education about the system to include providing statistical data to support the program. 5. Work with the Village of Ruidoso in resolving citizen inquiries or complaints concerning the use of Automated Speed Enforcement systems technology and must describe its system for generating correspondence to citizen inquiries. 6. The Contractor must provide a bilingual toll-free phone number for citizen inquiries between the hours of 8:00 am and 5:00 pm MST. 7. Create, maintain, and host a secure website that allows officers to review violation photos and choose to issue or not issue a violation citation; the vendor would then process and mail the violations. 8. Create, maintain, and host a website for violators to view and pay their violations. 9. Distribute violation payments processed online to the Village of Ruidoso via periodic ACH payment. 10. Provide ongoing service and support to photo RADAR/LIDAR operations such as equipment maintenance; repair and servicing; repair/replacement of system in case of vandalism; system modifications as needed to ensure accuracy and efficiency without reducing hours of operation; staff training; expert testimony in court as needed; and participation in program communications and strategy evaluation...
