(WHY) Start with the Guiding Principle applicable to the Contract or the Mission Statement such as (See example below in blue): Doña Ana County Goal and Guiding Principle 6, Infrastructure states that “Roads, utilities, flood control structures, public facilities, and other infrastructure systems will be planned, built, and maintained to address critical needs, and maximize economic viability for government entities, taxpayers, and businesses.” OR Doña Ana County government enhances the health, safety, and quality of life for all residents as determined by law and community interests. Services are provided through innovative leadership and teamwork in a fair, respectful and professional manner. In support of this (mission or principle), Contractor shall provide heating, ventilation, and air conditioning (HVAC preventive) maintenance services to specific public facilities. Additional facilities may be added as needed
