The Project contemplated consists of:
•     Base Bid: Purchase and installation of 20-inch polyvinyl chloride pipe, 20-inch diameter restrained joint ductile iron pipe, trenchless crossing, and associated appurtenances.
•     Additive Alternate No.  1:  Purchase and installation of 20-inch polyvinyl chloride pipe, 20-inch diameter restrained joint ductile iron pipe, and associated appurtenances.
•     Additive Alternate No. 2: Purchase and installation of 20-inch polyvinyl chloride pipe, and associated appurtenances.
•     Additive Alternate No. 3: Purchase and installation of 20-inch polyvinyl chloride pipe, and associated appurtenances.
•     Additive Alternate No. 4: Purchase and installation of 20-inch polyvinyl chloride pipe, and associated appurtenances.
•     Additive Alternate No. 5: Purchase and installation of 20-inch polyvinyl chloride pipe, and associated appurtenances.
•     Additive Alternate No. 6: Purchase and installation of 20-inch polyvinyl chloride pipe, 20-inch diameter restrained joint ductile iron pipe, trenchless crossing and associated appurtenances.
The Work will be completed  and ready for final payment  within the timeframe  specified in the Agreement.

Each Bid must be submitted  on the prescribed  Bid Form and accompanied  by the Bidder
Qualification  Form and Bid security as prescribed  in the Instructions  to Bidders.
The Successful Bidder will be required to furnish the additional bond(s) and insurance prescribed  in the Bidding Documents.
This bid is registered  under the National  Institute of Government  Purchasing  Code (NICP)
commodity  code 913-40.
In order to perform public work, the Bidder and Subcontractors  shall hold such licenses as required by New Mexico  State Statutes, and federal and local Laws and Regulations.  Bidder shall hold a State of New Mexico  Contractor's License prior to submission  of Bid, which will be evidenced  with its Bid. No Bid will be considered  without  such evidence.
In accordance  with NMSA  13-4-14, no Bidder may submit a bid if Bidder is or has been
listed on the State of New Mexico's  list of Public Works Minimum  Wage Act violators  in the last 3 years.
Award of the Contract will be in accordance  with Article, Evaluation of Bids and Award of Contract,  specified in the Instructions  to Bidders.
Potential  Bidders shall email "Acknowledgement of Receipt oflnvitation to Bid Form"  that accompanies  this Section as Supplement  1   to have their organization  placed on the procurement  distribution  list. The form should be signed by an authorized  representative  of the organization,  dated and returned to Jacquelynn  Bowens, ENMWUA,  email: Jbowens@ENMWUAcom by March 18, 2021, by 3:00 p.m., local time.
For information  concerning  the proposed  Work, submit questions  in writing to Jacquelynn Bowens, ENMWUA,  email:  Jbowens@ENMWUA.com.  Verbal questions  will not be accepted.  Final questions  are due in writing by April 8, 2021, by 3:00 p.m., local time.  Any questions received  after the specified time will not be considered.
A mandatory  prebid conference  will be held virtually  at 10:00 AM local time on March 23, 2021, and a virtual meeting  invitation will be provided  to those that submit an Acknowledgement of Receipt Form. Attendance  at the virtual prebid conference  will be a mandatory  requirement  of submitting  a Bid for this Project.  An optional  site visit will be provided  at 8:30 AM local time on March 25", 2021, at location to be discussed  during the prebid conference  and details of the site visit will be discussed  during the prebid conference. Attendance  to the site visit is not a requirement  of submitting  a Bid for this Project  and COVID-19  precautions  will be taken during the site visit.
