The State seeks a Solution that will be the backbone of a statewide Energy Information System (EIS) to pay, collect, correlate, and analyze utility bills. The Solution shall provide utility bill management software and services along with energy management capabilities to support the State's efforts to reduce energy costs and consumption across State-owned and managed buildings. The Solution will be an important component of the Participant’s contributions to the State Energy Master Plan and for compliance with the 2018 Clean Energy Act (CEA). The Solution shall include energy bill auditing, bill consolidation, bill payment services, energy management, and a software-as- a-service cloud based service (“Cloud Software as a Service” or “SaaS”) that is commercially available and off-the-shelf, with the ability for customizable configurations. The Solution can be conceptualized in two (2) components: 1) Bill Payment and 2) Energy Management. For the Energy Management component, the State seeks an Energy Management Information System (EMIS), a family of tools and services used to store, analyze, and display energy use and facility performance data for management of energy use at a building, campus or the entire State’s portfolio. Together, these components are referred to as the State’s Energy Information System (EIS).
