Specifications include, but are not limited to: Passaic County will utilize Innovations Funding to develop a county-wide, multifaceted Enrichment Program for youth on Probation. The goal of the program is to reduce the number of youth detained for violating probation and increase the compliance of youth on probation. To do this, the program will address the individual needs of probationers, provide intensive family based services, conduct ongoing life skills programming addressing topics such as trauma, community and gun violence, stress management, family conflicts, etc., and utilize GPS electronic monitoring. The Innovation funds will be used to hire a Program Case Manager and a paid intern. The Program Case Manager will provide intensive case management services to two populations of at-risk youth. The first is youth on probation who are at risk of violating probation and the second is youth on probation with a post-dispositional bracelet who are at risk of violating probation. The Program Case Manager will be a full-time position. The Case Manager will be charged with creating an intensive community and family enrichment program for youth on probation based on needs and requests of probation and the family. The program will serve high risk/high needs post-dispositional youth between the ages 12 and 19 throughout Passaic County. The Program Case Manager will function as a liaison between probation and the youth, as well as the community. The role of the Case Manager is to develop and maintain relationships with community resources and link high risk youth on probation with needed resources to prevent future violations. The cost of the bracelets is funded by the County YSC and the monitoring of the bracelets is conducted by County Staff. The bracelets are monitored 24 hours a day, 7 days a week, 365 days per year. If a youth violates the terms of electronic monitoring, County Staff will immediately contact the Case Manager. The Case Manager will contact the Court and the Court will schedule a hearing the next business day. The Case Manager will also notify the Probation Officer assigned to the youth. The intern will assist the case manager in developing the community network for youth and families in Passaic County, assist in creating an enrichment program, and maintaining relationships with community resources.
