Specifications include, but are not limited to: The PM/CM shall: 1. Assemble a comprehensive, qualified, and experienced team with sufficient resources and personnel to perform the Services. 2. Provide experienced staff members in all disciplines necessary for the performance of the Services. 3. Coordinate directly with Amtrak and its partners disciplines and user departments in performing the Services. 4. Provide general oversight of Amtrak’s Engineer of Record to ensure the design documents meet Amtrak requirements. 5. Provide oversight of the CMAR Contractor’s performance of the pre-construction services and support coordination between the CMAR Contractor the Engineer of Record and Amtrak and is partners. 6. Provide construction management support, including oversight in the field at the Work Sites, of the CMAR Contractor's construction activities, safety, and quality of the work. 7. Manage and facilitate disputes resolutions and issues that arise among Amtrak, the CMAR Contractor, and the Engineer of Record. 8. Act as a liaison among the CMAR Contractor, Amtrak, and the Engineer of Record and relevant stakeholders. 9. Coordinate with any Authorities Having Jurisdictions (“AHJs”), utilities, permitting agencies, or other third parties as required for the Project. 10. Manage all submittals, including, but not limited to: correspondence, project documents, Shop Drawings, requests for information (“RFIs”), reports, catalog cuts, manuals, and other submittals, with the electronic project management software designated for the project. 11. Provide technical review of planned activities and project sequencing. 12. Track and maintain status on the disposition of project action items, submittals, and design/construction issues and respond to all submittals for the Project. 13. Review, process, and analyze all proposed change orders (including review of all estimates and claims for relief events.) 14. Review all CMAR Contractor invoices and payments made and provide certifications for applications of payments. 15. Document all key issues, changes, agreements, resolutions, and relevant information throughout the duration of the respective terms for each contract. 16. Provide oversight of and assistance of Amtrak, NJ Transit, Conrail, and PATH labor, flaggers, force account services, access and protection, and similar services (collectively, “Owner Force Account Services”) for the Project. Coordinate all force account services, required track outages, and railroad worker protection (RWP). 17. Manage the oversight of the CMAR Contractor with respect to the construction closeout process and ensure all contract requirements have been met for the Project.
