The Rahway Valley Sewerage Authority (“Authority” or “RVSA”) is soliciting bids from authorized PJM member Curtailment Service Providers (“CSP”) for the purpose of selecting a Demand Response provider for the term(s) specified herein. The successful bidder will register, represent and manage the Authority’s participation in 1) the Capacity and Energy elements of the PJM Emergency Demand Response Program; and 2) as an option, the successful bidder may, but is not required to, offer Utility Invoice Auditing Services. Further, the successful bidder will provide the metering solution to support the participation of the Authority in these PJM Markets. The successful bidder shall also provide a Demand Response assessment on an annual basis to assess opportunities for participation in PJM Demand Response as well as other demand management related savings. Finally, the successful bidder shall provide regulatory updates to the Authority regarding pending and approved Demand Response related program and market rule changes that could impact the Authority’s participation. Bidder must be a registered Curtailment Service Provider (“CSP”) authorized to represent customer with PJM. It is anticipated that payments from the PJM Reliability Pricing Model (“RPM”) Capacity, Energy and Ancillary Services Markets will result from the Authority’s active curtailment of electricity use (“Demand Response” or “DR”) and satisfactory compliance with all PJM DR Program rules. These payments will also provide the fees for all services provided by the successful bidder as defined in this Scope of Work, including site assessments and technology costs, and there will be no out-of-pocket expenses incurred by the Authority in conjunction with this bid and the subsequent participation of the Authority in PJM’s Demand Response.
