Separate sealed proposals will be received by the Purchasing Agent of the County of Morris on June 23, 2020, 10:00 AM Eastern Standard prevailing time in the Office of Purchasing, Room 517, 5th Floor, Administration & Records Building, Court Street, Morristown, New Jersey for the respective project as follows:

CONSTRUCTION INSPECTION SERVICES NEW YORK SUSQUEHANNA & WESTERN RAIL LINE BICYCLE AND PEDESTRIAN SHARED USE PATH IN THE TOWNSHIP OF PEQUANNOCK, COUNTY OF MORRIS
AND THE TOWNSHIP OF WAYNE, COUNTY OF PASSAIC, NEW JERSEY
RFP/RFQ are available for downloading from http://www.morriscountybidsystem.com/, or may be picked up on or after Tuesday, May 26, 2020 in the office of Purchasing at the above address during regular business hours. The County of Morris shall not be responsible for full or partial sets of Contract Documents, including addenda, obtained from any other source.
Proposals must be enclosed in a sealed envelope bearing the name and address of the Respondents, and the RFP/RFQ number and title spelled out on the outermost packaging, addressed to the Purchasing Agent of the County of Morris.
Proposals shall be delivered either in person, by delivery or mail at the hour designated, or previous thereto, to:

No proposals shall be accepted after the designated time, and Morris County will not assume responsibility for proposals forwarded by mail or delivery service, nor any other conveyance.
Respondents are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27.
This project will be Federally funded and all Federal guidelines/requirements will be followed during this project.
"Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.2, et seq., and as such, contractors are exempt from the limitations on making political contributions under that law. Further, for that reason, as well as because of a language in the New Jersey's Annual Appropriations Act, refusal to disclose campaign contributions otherwise required by N.J.S.A. 19:44A-20.2 et seq. and 19:44A-20.25 et seq., will not adversely affect your consideration for award." The vendor shall maintain all documentation related to products, transactions, or services under this contract for a period of five years from the date of final payment. Such records shall be made available to the New Jersey Office of the State Comptroller upon request.
The NJDOT will fund the construction and construction inspection of this bridge project; cost plus fixed fee with the NJDOT approved overhead rates and procedures are to be used when preparing the Cost Proposal

In accordance with the Governor’s Executive Orders regarding Covid-19, the County of Morris requests that the public maintain SOCIAL DISTANCING. Accordingly, we ask that Bidders/Respondents may wish to consider not attending the Bid Openings in person. We do note that if Bidders/Respondents choose to attend, they are required to be screened by Courthouse security. If they show any signs of illness, they will not be permitted access to the building.
Due to the circumstances, during the bid opening process, a bid review and providing unit prices will not take place at the openings. Instead, this information will be posted online once available.
Bidders/Respondents are encouraged to MAIL in bids and responses. If they must be hand delivered, the County of Morris has a drop box located in the Lobby of the Administration and Records Building, 10 Court Street, Morristown, New Jersey.

TABULATION SHEET: Available on Bidnet within 1 week AFTER close of bid. Award of contract by the Board of Chosen Freeholders will be made within 60 days.
