Specifications include, but are not limited to: 3.1 NOTIFICATIONS - Authorized County of Bergen personnel will notify the contractor that services are needed. The contractor must respond to such notification within 24 hours. 3.2 ESTIMATE - The contractor shall submit a written job estimate in accordance with his bid price for costs by component and length of time required to begin and a complete schedule of activities. The contractor shall call the authorized Bergen County representative and notify him/her of the amount of the estimate and mail him/her a copy. 3.3 ESTIMATE APPROVAL - Authorized Bergen County personnel shall approve or disapprove the estimate. 3.4 HIDDEN DAMAGES - During the course of the work, if additional damage is found or service determined to be required which was not included in the original estimate, the County must be notified and approve the additional repairs or services. A revised estimate shall then be made by the contractor and sent to the authorized Bergen County representative. 3.5 INVOICING - When jobs are completed, an invoice shall be made out by contractor showing all costs by component or area of service, all in accordance with the contractor’s bid and the final estimate. A signed invoice must be presented to the authorized County representative upon completion of all work. 3.6 Reports regarding well construction, subsurface conditions, free product recovery, ground-water pumpage or other required documentation must be submitted to the Bergen County Department of Health Services representative. All information required in N.J.A.C. 7:26E, Technical Requirements for Site Remediation, must be submitted to the Bergen County Department of Health Services representative. 3.7 All site work, investigations and corrective actions shall be undertaken in a manner consistent with USEPA’s Standard Operating Safety Guides and with U.S. Department of Labor’s Occupational Safety and Health Standards (29 CFR Parts 1910 and 1926). 3.8 The contractor(s) must fully comply with all applicable local, State and Federal Laws, Rules and Regulations in the performance of all aspects of their work. It shall be the sole responsibility of the contractor to obtain all required permits or licenses and to make all necessary notifications. Proof of such efforts must be supplied to the Bergen County Department of Health Services.
