R The successful applicant shall be an experienced and qualified water resource engineer with ability to provide technical services to the Township on an as needed basis when the expertise of a qualified engineer is required. Any experience or knowledge of matters directly affecting the Township should be addressed. A. General Criteria In the capacity of a Water Resource Engineer the Applicant shall provide the following services: x. Evaluate requests and develop recommendations for appropriate solutions to the Township’s request for flood mitigation projects. xi. Perform data collection, evaluate field conditions and provide recommendations for municipal waterways, rivers and streams. Knowledge of the east and west branches of the Rahway River is preferred and should be described if applicable xii. Develop construction ready design plans for projects related to flood mitigation, drainage improvements as directed by the Township xiii. Be capable of modeling flood conditions and various storm intensities xiv. Extensive experience in hydraulics and hydrology civil engineering xv. Experience working with the New Jersey Department of Environmental Protection and other relevant agencies on permitting and requirements for water resource related projects xvi. Experience with FEMA mapping xvii. Assist Township staff in producing technical reports as necessitated xviii. Knowledge of zoning laws that can assist in flood mitigation and protection as well as drainage improvements throughout the Township xix. Make presentations to the public on flood mitigation, drainage and other related topics.
