Specifications include, but are not limited to: The Essex County Office of the County Administrator is seeking a Tax and Payment-In-Lieu -Of-Taxes (Pilot) Program Consulting Service to assist with various required documents; all respondents must provide the following qualification criteria: 1. Minimum 10 years Tax Assessor experience and must hold a valid Certified Tax Assessor License; 2. Must have Certificate from the County Tax Administration course from Rutgers Government Services Divisions; 3. Must hold a valid New Jersey State Certified General Real Estate Appraiser’s License; 4. Must have 10 years of Tax Assessment consulting experience. The general guidelines for Consulting Services for the Essex County Office of the County Administrator Professional Consultant: • Assist with the preparation of the equalization table; • Assist with the striking of the tax rates; • Prepare tax rate levy comparison & pie chart for each municipality; • Assist with the preparation of the PD 65.15 & VE-WVE-2 (veteran & senior citizen) deduction reports; • Assist in totaling the debit & credits to be posted in the abstract of ratables; • Revaluation, Reassessment and Chapter 251 Compliance plan advisement; • Ad Valorem tax policy advisement; • Advisement on technological needs and maintenance of content of the website; • Year over year analysis of County Tax Board appeals (volume & property class); • Assist in the preparation of any Page 8 formulas (the calculation of the ratio for a revaluation or reassessment municipality)
