Specifications include, but are not limited to: PATCO has always maintained a strong safety and security program. Its record in safety and security over its almost 40 years of operation has been very favorable. The safety and security requirements that apply to PATCO are ever changing and increasing as events such as 911 occur. With an agency the size of PATCO, it is difficult to maintain staff that has expertise in all areas that impact PATCO. As such, PATCO will supplement its in-house staff with a safety and security consulting firm that has broad knowledge and extensive expertise in all aspects of safety and security. PATCO will draw upon this expertise as needed through the issuance of executed Task Orders. The Consultant must have the capability of responding as needed with personnel possessing expertise in the work specified. This expertise must exist within the firm or within the proposed project team and must be readily available to PATCO as needed. B1.00 Safety and Security Services Tasks may include but will not be limited to the activities listed below. Not all specific assignments have been identified, and the activities listed are intended to be guidelines and not be restrictive. Related and supporting efforts are intended to be included. The Consultant shall have available the services of individuals knowledgeable in but not limited to the activities listed below. B1.01 Safety Services a. Review of safety regulations that pertain to PATCO b. Research and/or monitor legislation that may impact PATCOs Safety Program c. Review PATCOs System Safety Program Plan (SSPP) d. Identify elements of the SSPP that need to be developed in order to be in compliance with the Plan e. Draft plans, protocols, and standard operating procedures f. Review staffing levels dedicated to System Safety efforts and make recommendations regarding those staffing levels g. Audit safety programs or elements of programs h. Review employee safety training programs
