Specifications include, but are not limited to: 3.1.1. Contractor shall provide all equipment, tools, labor, supervision, materials, transportation and all effort necessary to carry out the specifications herein. 3.1.2. Service shall be made available to all Montclair State University properties (defined in 2.0 General Definitions and hereafter known as Properties) during the months of snowfall in New Jersey. 3.1.3. The rates shall include all direct labor and burden, equipment, and common expendables. 3.1.4. Subcontracting of work requires prior written approval of the University. 3.1.5. Due to the nature of University Property operations, response time for a requested service shall be within one (1) hour (on-site) after Contractor receives a request from University. 3.1.6. Contractors must have or have readily available, at a minimum, the following equipment and must show proof of ownership of equipment. Rental Agreements are not permitted: 1. Four (4), 4-wheel drive pick-up trucks with 7.5 to 8 foot plows 2. Four (4), 4-wheel drive 1-ton trucks with 9 to 10 foot plows 3. Three (3), skid steer loaders with a 1 cubic yard snow buckets. 4. Three (3), 4-wheel drive (back-hoe type) loaders with 1 to 1.5 cubic yard buckets. 5. Two (2), 4-wheel drive (large articulate steering) loaders with 3 to 4 cubic yard buckets 6. One (1), 5 cubic yard salt/grit spreader 7. Six (6) 10 to 12 cubic yard dump trucks for hauling snow 8. Equipment for parking decks poly edge truck and ploy edge skid steer 3.1.7. All vehicles supplied shall be licensed(registered), inspected and insured vehicles meeting the requirements of the State of New Jersey Department of Motor Vehicles and shall be equipped with adequate warning lights and appropriate audible alarms. 3.1.8. All equipment shall be in good working order. 3.1.9. All trucks are to be of a sufficient size capable of pushing the plow attached. 3.1.10. All equipment, with qualified operators, shall be available to University 24 hours per day, 7 days per week in accordance with the response times indicated in paragraph 2.5. 3.1.11. The Contractor shall identify one individual designated as “In Charge” of all equipment and operators at University. 3.1.12. The Contractor shall have the capability for on-site fueling and repairs at all times during the work. 3.1.13. On-site storage of equipment may be required. 3.1.14. University will stake all lots and roadways. 3.1.15. All Contractors shall familiarize themselves with the University and the surfaces and roads needing snow plowing, with particular attention to the size, access and limited spaces for maneuvering. In addition, all Contractors shall keep abreast of changes in the facilities at the University. 3.1.16. The Contractor shall participate in a mandatory pre-season tour to determine any existing damage or problem areas. Questions will be answered by the University during this tour. 3.1.17. The Contractor shall participate in a mandatory post-season tour to determine any damage caused during snow removal operation and assign accountability. 3.1.18. The Contractor shall participate in mandatory mid-season tours as University deems necessary.
