The Department of Transportation (DOT) is requesting proposals to provide supportive services to Disadvantaged Business Enterprises (DBEs) performingwork on highway construction and related projects. The federal regulations governing the DBE Program are 49 CFR Parts 23 and 26. DOT has established a goal ofawarding 7.20 percent of federal-aid highway funds to DBEs during federal fiscal year 2010. The successful applicant will provide technical assistance to DBEs to help thembecome proficient at estimating quantities, calculating a quote or bid, scheduling work, supervising employees, negotiating contracts and subcontracts, preparing andmaintaining business records and reports, and obtaining bonds and loans. The South Dakota Office of Procurement Management (SDOPM) is posting this Request forProposal (RFP) on South Dakota's OPM sourcing solution system on behalf of the South Dakota Department of Transportation (DOT).
