he work to be performed is the complete removal, transporting and delivery of wet sanitary sewage sludge. This contract is for the removal, transporting and delivery of materials only. The sludge is to be removed from the Township of Livingston Water Pollution Control Facility, 81 Naylon Avenue, Livingston, New Jersey and transported and delivered to the PVSC Wastewater Treatment Plant, 600 Wilson Avenue, Newark, NJ 07105. The Township of Livingston has the option to award either a twelve (12) or a twenty-four (24) month contract. This contract will be effective on March 1, 2026. In order to be able to fully utilize all funds available for the removal and off-site disposal of liquid sludge, the Township of Livingston reserves the right to purchase these services as needed, which could vary over the course of the year. This is an open-ended contract, meaning where one or more items are specified with an estimated quantity, the quantity is open-ended except for the maximum specified. The Director of Utilities has estimated the monthly quantity of material to be removed as approximately 300,000 to 500,000 gallons of digested liquid sludge. This figure is intended as a guide for the Contractor, the actual amount may be more or less than the estimated quantity. The digested liquid sludge will contain approximately 3% solids. Liquid digested sludge shall be removed directly from existing open day tanks at the rear of the filter building by the Contractor. All pumping equipment, hoses, etc. is to be provided by the Contractor. All materials removed will be transported in vehicles approved by the State Department of Environmental Protection for the Transportation of Sanitary Wastes to the PVSC Wastewater Treatment Plant. All containers or vehicles will be completely empty prior to loading at the work site and shall be as full as practical before leaving the work site for the PVSC Wastewater Treatment Plant. The Contractor will be required to sign a certification that no additional materials will be added after the container or vehicles are removed from the work site and will provide the Township with documentary evidence that all material removed has been disposed of in the approved manner. The liquid digested sanitary sewage sludge shall be delivered to the PVSC Wastewater Treatment Plant during their regular hours of operation.
