The Redevelopment Agency is seeking a Respondent that has expertise covering a wide area of legal activities in the field of municipal planning and redevelopment. The services to be provided by the Professional shall be as follows: General Legal Support: Provide legal advice to the agency’s board and staff on redevelopment laws and compliance with state and federal regulations. Meeting Participation: Attend agency meetings and ensure compliance with open meeting laws. Real Estate & Transactions: Draft and review agreements for property acquisition, sale, leasing, and development. Affordable Housing: Advise on affordable housing requirements and prepare related legal documents such as covenants, regulatory agreements. Public Finance: Assist with tax increment financing, bonds, and other redevelopment funding mechanisms. Litigation & Disputes: Represent the agency in legal proceedings, including property, contract, and land use disputes. Ethics & Governance: Advise on conflicts of interest, ethics laws, and public agency governance. Interagency Coordination: Work with municipal and planning board counsel on joint or overlapping matters. Consultant Qualifications Experience working with redevelopment agencies or similar governmental entities in New Jersey. Demonstrated knowledge of the New Jersey Redevelopment and Housing Law. Experience in urban planning, real estate development, economic development, or related fields. Proven track record of successful engagement with redevelopment projects, including securing state and federal grants. Familiarity with public-private partnerships (P3) and the ability to attract developers and investors. Experience in conducting community outreach and managing public meetings. Deliverables expected of consultant: Regular progress reports as sought. Draft and final redevelopment plans. Financial analyses, reports, and recommendations. Meeting facilitation and presentation materials for public hearings.
