Specifications include, but are not limited to: The City of East Orange is soliciting statements of qualifications and performance data from firms to provide engineering and landscape architectural consulting services, and survey services for Water Reserve Feasibility Study. Interested firms should possess a wide array of services with primary expertise in the areas of civil engineering, landscape architectural, structural and surveying services. The City of East Orange owns or leases various sites across its Water Reserve of about 2400 acres. These sites include single family homes, a golf course, a shooting range, a gymnasium, and a solar panel farm. The potential sites are indicated on the map on page 3 of 42. Due to damage from various superstorms, the City would like to revitalize and relocate some of it’s assets to sites that are not prone to flooding. The City seeks a respondent that will research, study, organize, and report data on the feasibility of developing the above-named lands in a complete and understandable written and presentation format. (1) Reviewing existing information and historical data to determine what is pertinent to the project. (2) Researching and presenting information on similar existing economically successful public facilities and/or public partnerships suitable for consideration as models. (3) Conducting financial analysis of the proposal. (4) Preparing a site analysis and program development plans. These shall consider: Community Engagement Circulation ADA compliance Security systems Landscape features Environmental conditions of the affected ecosystems and the limitations imposed by them, keeping in mind the protection of local wildlife and water resources The influence of natural and human factors Identification of recreational opportunities (5) Comparing possible construction sites across City-owned land. (6) Elaborating on the desired uses (recreational venues and police shooting range) at a conceptual design level, accompanied with an implementation plan. (7) Preparing a comprehensive report of study results and recommendations, based on the findings of the study.
