Pre-Construction Phase: • Project Planning & Design Review: o Review and provide expert input on lead hazard inspection reports, risk assessments, and abatement/hazard control plans prepared by certified Lead Inspectors/Risk Assessors and Lead Abatement Planners/Project Designers, ensuring compliance with N.J.A.C. 5:17, N.J.A.C. 8:62, P.L. 2021, c. 182 (N.J.A.C. 5:28A), and HUD Guidelines for the Evaluation and Control of LeadBased Paint Hazards in Housing. o Assist the contracting unit in defining the scope of work and performance criteria for lead hazard control projects. • Regulatory Compliance & Permitting: o Verify that all necessary permits, notifications, and regulatory approvals from the New Jersey Department of Health (NJDOH), Department of Community Affairs (NJDCA), and local authorities are obtained prior to commencement of work. o Ensure all project documentation aligns with prevailing wage requirements under the New Jersey Prevailing Wage Act (N.J.S.A. 34:11-56.25 et seq.) if applicable.
