This Request for Proposal (RFP) is for a qualified engineering firm to provide design, permitting, and construction management services for this flood mitigation project, which will include but not be limited to, stormwater conveyance piping, a stormwater pumping station, underground retention basin, and outfall construction. The qualified consultant shall employ an experienced team of drainage/hydraulics Professional Engineers licensed in the State of New Jersey, with demonstrated experience in urban stormwater flood analysis and mitigation measures, including experience managing federally funded construction projects. The Consultant shall also have experience in administering and managing both major and minor diversion processes as required for this project by the NJDEP Office of Transactions & Public Land Administration and is expected to lead this effort during all phases listed below. The Consultant shall also consider any potential alternatives that differ from the conceptual plan provided in the Appendix A and make recommendations of cost-effective solutions and/or alternatives for the City’s consideration.
