A. INTENT Somerset County is soliciting bids for Public Safety Software (“Software”) from qualified vendors. The Software will be used by multiple divisions and must meet the requirements as outlined in Section B. Currently, Somerset County is utilizing PowerDMS Public Safety Software Solutions. B. REQUIREMENTS A. Bid response must include a detailed overview of the Software including modules outlined in sub-sections below. Software provided must include all the functionality identified in the sub-sections below. Any exceptions must be noted on the provided exception page. B. Quantities provided are estimates. If using a tier structure, please provide the range for each tier in bid response. C. Vendor shall provide pricing for licenses and maintenance (if applicable) to include any annual increases. Please note if a one-time setup fee is required. D. Vendor shall be responsible for converting files from PowerDMS into their system. To be included in one-time setup fee. E. County standard applications and setup requirements are listed below: • Windows 11 • Windows Edge - Edge is our preferred browser. No Firefox. • Microsoft Office 365 • User Permissions ‘User’ rights • Windows Store is blocked • All Cloud services are required to be GCC\FedRAMP compliant. No government owned data can be saved outside the US. • Non-County remote access software is not prohibited. Remote access needs to be initiated by county I.T. using a Zero Trust Vendor Access Application. • When a vendor has a confirmed data breach, they must contact Somerset County I.T. within 12 hours. Standards/Accreditation Management (for NJSACOP) – Estimated 51 Users • Platform to map policies, procedures, and show compliance with the NJSACOP Law Enforcement Accreditation Program. Policy - Professional Subscription – Estimated 149 Users • A policy and compliance management platform allowing users to create, edit, organize, and distribute content from a secure, cloud-based site. Key features shall include: o Ability to assign user roles (Administrator, Supervisor, etc.) o Automatic workflows o Signature capture o Tracking o Side by side comparison o Public facing documents
